			<content:encoded><![CDATA[<p></p><p>The St. Charles Parks &amp; Recreation Board has recently taken possession of a 110-acre site on the Missouri riverfront and has engaged Jacobs Engineering to create a master plan to turn it into a park. The public is invited to assist in creating the new park so that it meets the community&#8217;s needs. We were told last month that it would be situated near what is now the intersection of Boone &amp; Wilmes. This location forces the construction of the Fairgrounds Extension from West Clay to Boone and will be close to residents who may be subjected to heavy truck traffic, material handling, and bright lights throughout the night. Locating the Post Office along First Capitol way from residences would be more timely and allow the hospital to proceed with its expansion. Would you favor locating the Post Office along First Capitol Dr.?</p>

<p>In the past 20 years, the city has lost large numbers of low and medium cost housing due to commercial expansion. Does the city need more or less housing of this type? If more, where should it be located?</p>
<p>Except for the current school year, St.Charles Schools have seen a trend of declining enrollment, resulting in several schools being closed. This is probably due to demographic issues &#8211; aging population, decreased number of children per family, etc. One way to increase enrollment and keep schools open is to increase population density within the school district. Do you (the candidates) think higher density housing, such as we have in New Town, is needed in St. Charles? If so, where is the appropriate place to locate such housing?</p>
